BWCD’s Umbrella Augmentation Plan Decreed in 02CW77

The Basalt Water Conservancy District was formed in 1964 to conserve, develop and stabilize supplies of water for domestic, irrigation, manufacturing, and other beneficial uses within those parts of Eagle, Garfield, and Pitkin counties included within its boundaries. In furtherance of these goals, it filed an application for change of water rights and for approval of plan for augmentation, including appropriative right of exchange, in 2002 in Case No. 02CW77. The District received its final decree from the Water Court in this case in 2012 (“Decree”).

This Decree approved a plan for augmentation (“Plan”) which permits the District to directly include certain water users into the Plan, so long as those users meet certain criteria. In order to be included in the Plan, however, the District must provide notice of applications, including all application materials, on this website at least forty days prior to consideration at the District’s meeting. The District’s Board of Directors typically meet on the second Tuesday of every month. Specific meeting dates are posted below. Interested parties may file comments with the Division Engineer within thirty days of the posting of notice on this website. Comments may be mailed to the Division Engineer at:

Division of Water Resources, Division 5 Engineer, 202 Center Drive, P.O. Box 396 with Zip: 81602 (mailing), Glenwood Springs, CO 81601, Phone: (970) 945-5665; Fax: (970) 945-8741.
